Hm… kind of... yeah... Dakar is known for scams, robberies, pick pocketing, even at daylight. The most dangerous places are around beaches, shop, markets, bazaars, city banks and any place crammed with people in general. So you should be very careful with your money and try not distracting others attention by wearing fancy clothes or jewels on you.
